Bylaws: Student Chapter of American Water Resources Association at NCSU

SECTION I

The NAME of this organization shall be: Student Chapter of the American Water Resources Association at North Carolina State University, and can be referred to as NCSU AWRA.

SECTION II

MEMBERSHIP: Any currently enrolled student of North Carolina State University in academically good standing is eligible for membership. Eligibility requirements shall be payment of Chapter dues, which shall run through the academic year. No one shall attend more than two meetings and eat without paying dues.

SECTION III

OBJECTIVES: The objectives of the Chapter are:

  • i) To develop an awareness of water resource issues, employment possibilities and interchapter activities to both the university and the community in and around Raleigh and the state of North Carolina.
  • ii) To establish a common meeting ground for NCSU students, staff and alumni concerned with water resources and to provide exposure to career professionals in water resources.
  • iii) To collect, organize and disseminate ideas and information in the field of water resources science and technology.
  • iv) To assist the regional chapter with local conferences or seminars when deemed valuable.
  • v) To promote regionally and locally the objectives of NCSU AWRA.

SECTION IV

MEETINGS: An Executive Committee meeting will be held within the first two weeks of each semester, and a general business meeting within the first two months, of the academic year (except summer). Additional meetings generally will be held the third Thursday of every month when school is in session. The location, time and date are subject to change.

SECTION V

OFFICERS: There will be at least five elected officers of the Chapter: President Vice- President, Program Chair, Secretary and Treasurer. Three officers are appointed to positions which include an advisor and two advisory council members/graduate advisors. The officers will constitute the Executive Committee, which shall meet at least once a month, with duties defined in Article VI. There will be at least one advisor being a member(s) of the Parent Association (AWRA). The officers of the Chapter shall serve for one year and may succeed themselves. Their terms of office shall commence and terminate effective the last meeting of the Spring Semester or by majority vote of executive committee due to just cause. All Chapter officers must be members (student members) of the NCSU AWRA.

  • i) The President is the official representative of the Chapter and is responsible for organizing and presiding over meetings. The President shall only vote to break a tie vote in general meetings and Executive Committee meetings
  • ii) The Vice President will assist the President and Secretary in their duties and will perform the duties of the President when absent. The Vice President will also maintain the chapter’s website.
  • iii) The Program Chair will oversee and coordinate programs that will meet the Chapter's objectives.
  • iv) The Secretary administers correspondence and records minutes of the meetings, keeps the National and State AWRA informed about the Chapter activities, and makes sure that a magazine article will be written for Engineer’s Council.
  • v) The Tresurer administers, with the approval of the Executive Committee, all money transactions of the Chapter and will perform the duties of the Secretary when the latter is absent. Some of the Treasurer’s responsibilities include applying for E-Council appropriations, collecting dues and reporting account balances.
  • vi) The Graduate/Advisory Council assists other members of the executive committee with their duties. At least one member must be present at all meetings of the Executive Board and each member has one vote.
  • vii) The Advisor is to attend at least fifty percent of the meetings, approve of meeting minutes, serve as council to the Executive Board and reserves the right to sign money transactions in the absence of the treasurer.
  • viii) The Executive Committee, by a majority vote:
    • a) Designs the policy of the Chapter.
    • b) Initiates, coordinates, and participates in the activities of the Chapter.
    • c) Appoints committees, contingent upon acceptance of the appointees.
    • d) Informs the Chapter on policy intentions at each business meeting. Authority to implement policy is contingent upon majority approval by Chapter members present at the business meeting.
    • e) Determines the dues payable for Chapter membership with approval by a majority of general members.
  • ix)The publicity officer will promote the club by informing people about the club's activities in order to raise awareness of our club around campus and encourage club membership.
  • x) The Webmaster is responsible for maintaining the club website by keeping the club information and calendar up to date.

SECTION VI

ELECTIONS: Secret ballot elections will be held for new Officers during the spring semester before the following school year. The term of all officers is one year beginning on June 1 and ending on May 31. Special elections for vacated offices will be conducted by the membership, per suggestion of Executive Committee.

SECTION VII

COMMITTEES: When needed, standing committees shall be appointed by the Executive Committee. The Executive Committee shall determine the committees to be appointed and recommend the scope of their funcitons. No committe shall expend funds of the Chapter unless authorized by the Executive Committee.

SECTION VIII.

BYLAW AMENDMENTS: This bylaw may be amended with a two-thirds vote of the Executive Committee provided that written notice , stating time and what is to be amended, of the meeting to amend is provided at least 7 days in advance. It will be voted upon at the next Executive Board meeting and upon approval will be updated through all media. These amendment(s) shall be filed with the NCSU SORC, Student Organization Resource Center within one month of the amendment(s).

SECTION IX.

DISSOLUTION: The Chapter may be dissolved by a majority vote of the total membership, or by the Board of Directors of the National AWRA or the State/Parent Chapter for just cause or if the Chapter becomes inactive. Upon dissolution, the chapter can be reinstated if there are two or more students to serve on the executive committee, an advisor accepting appointment and registration with SORC.
